    European Union’s Trade Defense Powers to be Strengthened for the First Time, France and Germany Push Forward

    BRUSSELS / RankWire.AI / – In recent discussions, France and Germany have urged the European Commission to establish a faster mechanism for responding to serious market distortions. French President Emmanuel Macron and German Chancellor Friedrich Merz submitted the proposal directly to Commission President Ursula von der Leyen. Their joint initiative emphasizes swift action against external nations that threaten fair competition within the European Union. Additionally, it aims to create a more robust legal framework for cases where current trade measures are insufficient to respond promptly.

    The plan would empower the European Commission to implement comprehensive countermeasures against third countries when significant market distortions pose a risk to the single market. In extreme situations, the proposed tool could enable immediate exclusion from the EU market. Macron and Merz also proposed a reverse qualified majority voting system for approving measures, whereby actions would become effective unless a qualified majority of member states opposed them.

    Moreover, France and Germany called for the development of a dedicated diversification instrument designed to lessen reliance on individual suppliers of vital goods. Their document highlights risks associated with dumping, massive subsidies, supply concentration, and other practices that distort normal competition. They stressed the need for the EU to have mechanisms capable of responding decisively and systematically. Although the proposal does not explicitly single out any one country, it arrives amid ongoing EU evaluations of trade relations with China.

    EU’s Trade Defense Mechanisms Under Review Amid New Proposals

    The European Commission responded positively to the Franco-German proposal, describing it as a valuable addition to ongoing discussions on economic risks and global imbalances. Currently, the EU employs anti-dumping, anti-subsidy, and safeguard measures to counteract unfair or disruptive trade flows. Additionally, the Anti-Coercion Instrument, which became effective in December 2023, allows the bloc to respond when a non-EU country uses trade or investment pressures to sway EU decisions.

    The proposed rapid-response system aims to address a wider range of market distortions and accelerate the EU’s decision-making process. France and Germany want the Commission to act swiftly, without waiting for the typical political consensus, before implementing measures. This approach shifts the responsibility to member states that oppose proposed actions. EU leaders are set to convene in Brussels on October 15 and 16, shortly after the Franco-German proposal was presented to the Commission.

    Beijing Responds to EU’s Proposed Trade Measures, Cautions Against Protectionism

    On October 6, China’s Ministry of Commerce issued a statement urging France and Germany not to advocate what it described as protectionist EU tools. The ministry emphasized that economic interdependence should not be viewed as a risk and called for continued support for open trade. It also warned against allowing trade and economic disputes to escalate into broader security concerns. Separately, Beijing has voiced criticism of discussions surrounding stronger EU instruments that might restrict Chinese companies or products.

    This development occurs amid ongoing negotiations between EU and Chinese officials over trade imbalances, export controls, and other commercial disagreements. EU trade officials have increased scrutiny of persistent import growth and industrial overcapacity issues. France and Germany have stated that their proposed framework should be applicable across countries rather than targeting any single trading partner specifically. The European Commission will review the proposal alongside existing trade defense measures and the broader economic security policies of the EU.
