ROME, ITALY / RankWire.AI / – Italy has earmarked €1.55 billion for 59 water infrastructure projects across 17 regions as part of its national recovery strategy. The Ministry of Infrastructure and Transport finalized the entire allocation in less than four months. This funding encompasses aqueducts, water distribution networks, and related infrastructure aimed at enhancing safety, efficiency, and reliability. The initiative significantly boosts investments in a sector grappling with persistent water losses, drought issues, and infrastructure upgrades nationwide.

Southern Italy is set to receive approximately €830 million, making up 53% of the total funds—exceeding the 40% minimum designated for southern regions under the recovery plan. Beneficiaries are expected to contribute around €683 million in additional financing alongside public funds. Collectively, this brings the total investment activated through the program to over €2.2 billion. The projects involve improvements designed to optimize water management and bolster infrastructure serving local communities and economic activities.
The financial support is channelled through SFNIISSI, Italy’s national financing mechanism dedicated to infrastructure investment and water-sector resilience. Established in February 2026 under the country’s PNRR recovery framework, the government assigned Invitalia to oversee applications, grant distribution, and monitoring based on an agreement signed in April. The fund initially received €1 billion from NextGenerationEU resources, and in August, an additional €576 million was allocated for water projects as part of a broader revision of recovery plan expenditures.
Focus on Efficiency, Safety, and Loss Reduction
This water fund aims to support both private companies and public entities managing water resources throughout Italy. Grants may cover up to 90% of eligible costs for efficiency upgrades and safety enhancements. For projects employing digital technology to reduce water losses, support can reach 85%. Applications opened on May 6 and were extended, closing on June 8. The program prioritizes infrastructure investments that improve water usage, enhance network performance, and increase system resilience.
The fund was structured to finance projects already identified within national water infrastructure plans and other prioritized works. Resources allocated cover aqueducts, distribution systems, and infrastructure improving water supply security. After evaluating submissions from the spring funding window, authorities finalized the distribution of funds. The additional beneficiary financing increased the total investment beyond the public contribution, culminating in a combined package valued at over €2.2 billion—comprising government funds and project-level co-financing.
Building on Previous PNRR Water Projects
This latest funding follows earlier PNRR investments in primary water infrastructure. By July, Italy had completed 48 water systems under another recovery-plan measure, surpassing the target of 45. Among those, 37 are classified as complex systems. Authorities also reported the completion of 79 individual interventions carried out by 52 managing bodies. Approximately €1 billion from PNRR resources financed 124 projects involving reservoirs and water supply systems for drinking, irrigation, and mixed uses across Italy.
Of the 48 systems finished as of July, 25 primarily serve irrigation, 20 support drinking water, and three have mixed functionalities. Additionally, Italy has programmed and financed more than €6 billion for water-sector initiatives through its broader infrastructure framework. The new €1.55 billion allocation adds another 59 projects to that ongoing national effort. With all resources now allocated from the expanded fund, the focus has shifted from application and approval phases to the implementation of approved water infrastructure projects.
